Targeted Mobility Scheme (TMS)

Through the programme Employment and Social Innovation (EaSI), the EU provides a financial instrument to support and develop EURES at the EU level.

EURES is the largest network for promoting job mobility in Europe. The aim of EURES is to promote fair and sustainable cross-border professional mobility within Europe and to remove existing obstacles. The programme supports projects throughout Europe. Information on the different European projects can be found on the EURES website.

The Targeted Mobilty Scheme (TMS) support programme is part of the EURES strategy. In the context of TMS funding, fair and sustainable mobility means that

  • participants in the programme are informed individually and with a long-term perspective about life and the labour market opportunities and framework conditions in the desired destination country and
  • are supported in overcoming potential hurdles.

Participants in the programme are free to choose a job in one of the 27 EU member states, Norway or Iceland, provided that the job

  • is subject to social security contributions
  • complies with legal and collective agreement provisions, and
  • has a duration of at least six months, or three months in the case of internships, and
  • the working time is at least 50% of a full-time position.

Fair and sustainable mobility also means that recruitment channels and cooperation with language course providers must be communicated transparently by potential employers. Employers acting in the context of TMS funding commit to the values of fair mobility and transparent, respectful cooperation with the EURES-TMS consortium and associated partners.

Clearly defined eligibility requirements and quality standards, as well as professional counselling and verification (including employment contracts) by EURES Advisers, are the central cornerstones to ensure fairness and sustainability.

German EURES TMS programme

The EU currently promotes the following German projects within Targeted Mobility Scheme

  • Your EURES job 3 (2022-2024)
  • Your EURES job 4 (2023-2025)

The German EURES TMS programme supports the following target groups:

  • Workers with Germany as a destination country
  • Workers looking for employment throughout Europe
  • Workers, returning to their home country, are not eligible for funding
  • People, that are or were particularly affected by unemployment as well as the Corona pandemic (such as persons with disabilities, artists, single parents, persons not in education, employment or training - NEETS).
  • Small and medium-sized enterprises (SMEs) in Germany, wanting to support their newly recruited employees with an integration programme.

A wide variety of support options for job seekers and companies are offered through TMS, ranging from comprehensive advice, financial support for individual candidates for language course and relocation costs to financial support for companies for their employee integration programmes in Germany (see funding).

Please note: All candidates are recommended to contact a EURES adviser at least 20 working days before the planned measure in order to ensure professional advice, to discuss the eligibility requirements and to be able to provide relevant documents (application with necessary attachments, employment contract, language course offers, etc.) in due time. The complete application documents must be submitted to the TMS team (Germany) via the EURES advisers 10 days before the start of the planned measure.

All candidates who have signed an employment contract with or through a personnel service provider or temporary employment agency: recruitments carried out with or via a personnel service provider or temporary employment agency have project-specific upper limits of participants per personnel service provider or temporary employment agency specified by the EU Commission (Your EURES Job 3 with duration until 06/2024: 40, Your EURES job 4 with duration until 09/2025: 40). Recruitment channels must be made transparent by applicants.

Funding

  • Travel costs: You can apply for a one-off financial support for your travel costs before your interview.
  • Relocation costs: After a successful placement, you can apply for one-off financial support for relocation before your move.
  • Recognition costs: You can apply for financial support for the recognition of academic and professional qualifications.
  • Language course in the country of origin: You can apply for financial support for a preparatory language course in the country of origin, whereby you are free to choose the language course provider. However, the quality of the language course provider must be comprehensible on the basis of certification.   • Language course in the country of destination: You can apply for support for an employment related (part-time) language course in the country of destination, provided you are released from work for this. You are also free to choose this language course provider. However, the quality of the language course provider must be comprehensible on the basis of certification.   • Additional travel support: In connection with your application for travel expenses or relocation costs, you can apply for additional travel support, if your place of residence is located in a peripheral region in EU Europe and this results in considerable additional travel costs or if you need a special form of assistance (e.g. travel companion) due to a physical impairment.
  • Family allowance: In the case of a family move, you can apply for financial support if you are responsible for at least one child under the age of 18 or a person who is demonstrably in need of care and they move with you.

Information for Language Course Providers

TMS funding - For employers in Germany

Do you have a small or medium-sized enterprise (SME) in Germany and are you are interested in filling vacancies with employees from other European countries? Would you like to support them in their integration into your company and everyday life?

Then perhaps a TMS integration programme for you and your new colleagues is just the right thing. As an SME, you can apply for TMS funding of 1.500€ per newly employed participant in a registered TMS integration programme. The programme consists of a language course component as well as support and assistance in settling into life in Germany and other aspects related to integration.

TMS Integration programmes can be tailored to the needs of the company and the new employees.

Requirements ...

... for small and medium-sized enterprises (SMEs) and branches (requesting entity) in Germany with a maximum of 250 employees.

  • You are looking for employees from other EU countries and co-operate with the Federal Employment Agency in Germany.
  • Your new employee is at least 18 years old, is a citizen of one of the 27 EU countries/Norway/Island or a third-country national with an EU permanent residence permit according to EU Directive 2003/109/EC and have a permanent residency in an EU member state, Norway or Iceland.
  • During the recruitment process, your new employee has already been assisted by a EURES adviser.
  • The employment contract lasts at least six months (or the internship lasts at least three months) and the working hours amount to at least 50% of a full-time job.
  • The employment is subject to social security, contributions and complies with legal and collective bargaining regulations.
  • The integration programme can start within the first three weeks after the start of employment (other elements of the programme are variable).
  • The maximum funding amount per company is €30,000 per year.
  • No profit may be generated through the funding of the integration programme.

Employers receiving TMS funding are committed to the values of fair mobility and transparent, respectful cooperation with the EURES-TMS consortium and associated partners. We would like to point out that there is no legal entitlement to funding. Applications can be rejected if the eligibility criteria or the values of TMS funding are not met.

As an employer, please contact your competent employer service in good time, i.e. before recruiting or hiring. Here you will receive information on publishing your vacancies via the EURES portal and support with recruitment issues for hard-to-fill vacancies.

If you want to develop an integration programme for your new employees from other EU countries, we kindly ask you to contact your local employer service at least 20 days prior job commencement. Further on you will receive individual and systematic advice and support from a specialised cooperation partner. This creates good conditions for people to feel comfortable in your company and in their new social environment, but also for your needs to be met in a targeted manner. Please note the application documents have to submitted prior job commencement.
