Programmes and projects

Through the programme Employment and Social Innovation (EaSI), the EU provides a financial instrument to support and develop EURES at the EU level and to facilitate measures such as EURES cross-border partnerships and mobility projects.

Mobility programmes and projects

The EU Commission offers various types of programmes and projects that facilitate professional mobility within Europe. Support options within these programmes/projects range from financial assistance for relocation costs to language courses for taking up employment in another EU member state. The aim of these programmes is to reduce obstacles in job/training placement within Europe and to facilitate cross-border placement.

Programmes to support mobility and placement in EURES are

Targeted Mobility Scheme (TMS)

The EU currently promotes the following four projects within TMS

  • Reactivate (2019-2020) > The duration has been extended until 30 June 2021
  • Your first EURES job (2019-2020) > The duration has been extended until 30 June 2021
  • Your EURES job1 (2020-2021)
  • Your EURES job2 (2021-2023)

Targeted Mobility Scheme (TMS)

EURES funding

EURES is the largest network for promoting job mobility in Europe. The aim of EURES is to promote fair and sustainable cross-border professional mobility within Europe and to remove existing obstacles. The Targeted Mobilty Scheme (TMS) support programme is part of the EURES strategy.

The programme supports projects throughout Europe. Information on the different European projects can be found on the EURES website.

German EURES TMS programme

The German EURES TMS programme supports the following target groups through projects offering a range of support modules:

  • Workers with Germany as a destination country
  • Small and medium-sized enterprises (SMEs) in Germany
  • Workers looking for employment throughout Europe
  • People, that are particularly affected by unemployment as well as the Corona pandemic (such as persons with disabilities, artists, single parents, persons not in education, employment or training - NEETS).

The TMS support modules also facilitate professional mobility and integration of workers in Europe. A wide variety of support options for job seekers and companies are offered through TMS, ranging from financial support for individual candidates for language course and relocation costs to financial support for companies for their employee integration programmes in Germany.

TMS funding - Working in Germany

Are you looking for a job, an internship or an apprenticeship in Germany? Are you older than 18 years of age and have not yet reached retirement age? Do you have European citizenship or a residence permit in one of the 27 EU countries, Norway or Iceland?

If so, you can find support and information via the Migration Support Center on the following issues.

  • Labour market and working conditions in Germany
  • Searching for jobs, apprenticeships or traineeships and contacts to employers
  • Writing a curriculum vitae
  • Preparing for job interviews

Funding possibilities

You may be eligible to apply for funding related to the following issues. Individual pre-conditions and pre-requisites apply depending on your profile and situation at the time of application:

  • Travel costs: You can apply for financial support for a trip to a job interview in a participating country/EU Member State.
  • Relocation costs: You can apply for financial support before your move to Germany.
  • Recognition costs: You can apply for financial support for the recognition of professional qualifications.
  • Language course in the country of origin: You can apply for financial support for a preparatory German language course in the country of origin.
  • Language course while working in Germany: In certain cases, you can apply for financial support for a language course in Germany while working.
  • Additional travel support: You can apply for additional travel support in case of exceptional circumstances, long-distance travel, the need for an accompanying person or other restrictions

Please note

  • All eligibility criteria must be met throughout the entire duration of the grant application process and supported measures.
  • The United Kingdom left the European Union on 31 January 2020. In accordance with the exit agreement, the United Kingdom is no longer an EU-Member State and therefore no longer participates in EU decisions.

TMS funding - Working in Europe

Would you like to move within Europe - outside of Germany - to take up a new job?

If so, you can find support through EURES advisers in your area, for example on living and working conditions in your destination country. Get support on how to prepare for an interview and on all the things you need to think about before moving to work in another EU country.

Support

EURES advisers and advisers at our Migration Support Center can provide you with support and information on the following issues:

  • Labour market and working conditions in your European destination country
  • Searching for jobs, apprenticeships or traineeships
  • Writing a curriculum vitae
  • Preparing for job interviews

Funding

You may be eligible to apply for funding related to the following issues. Individual pre-conditions and pre-requisites apply depending on your profile and situation at the time of application. Unemployed and job-seeking applicants living in Germany must apply for the following subsidies first at their responsible employment agency (Bundesagentur für Arbeit):

  • Travel expenses: You can apply for a one-off financial support for a trip to a job interview in a participating country/EU member state.
  • Relocation costs: After a successful placement you can apply for financial support for your move.
  • Recognition costs: You can apply for financial support for the recognition of your professional qualifications.
  • Language course in the country of origin: You can apply for financial support for a preparatory language course.
  • Additional travel support: You can apply for supplementary travel support in case of exceptional circumstances, long-distance travel, the need for an accompanying person or other restrictions

TMS funding - For employers in Germany

Do you have a small or medium-sized enterprise (SME) in Germany and are you are interested in filling vacancies with employees from other European countries? Would you like to support them in their integration into your company and everyday life?

Then perhaps a TMS integration programme for you and your new colleagues is just the right thing. As an SME, you can apply for TMS funding of 1.500€ per newly employed participant in a registered TMS integration programme. The programme consist of a language course component as well as support and assistance in settling into life in Germany and other aspects related to integration.

TMS Integration programmes can be tailored to the needs of the company and the new employees.

Requirements

  • For small and medium-sized enterprises (SMEs) and branches in Germany with a maximum of 250 employees.
  • You are looking for employees from other EU countries.
  • Your new employee is at least 18 years old, is a citizen of one of the 27 EU countries, Norway or Iceland or has a residence permit in one of these countries.
  • The employment contract lasts at least six months (or the internship lasts at least three months) and the working hours amount to at least 50% of a full-time job.
  • The employment is subject to social security, contributions and complies with legal and collective bargaining regulations.
  • During the recruitment process, your new employee has already been assisted by a EURES adviser.
  • The integration programme can start within the first three weeks after the start of employment (other elements of the programme are variable).

Through systematic support, TMS integration programmes in your company can provide the right conditions for people to feel comfortable at work and within their new social environment in Germany.
