EURES TMS support - how does it work?

Eligibility criteria
- Are you a national of one of the EU Member States, Norway or Iceland and legally resident in one of the 27 EU Member States, Norway or Iceland or are you a third-country national with an EU permanent residence permit in accordance with the EU Directive 2003/109/EC?
- Are you at least 18 years old but have not yet reached retirement age?
- Are you looking for employment subject to social security contributions, an internship or an apprenticeship in Germany or in another EU member state, Norway or Iceland? Or maybe you have already found a suitable position or already have one in prospect?
If so, you can find information, advice and support to guide you along your further professional journey via the network of EURES advisers or, in the case of Germany as your destination country, via the advisers at the ZAV Customer Centre.
Knowing what you need to think about before taking the step of working in another country is a prerequisite for successful labour mobility. Individual information and counselling helps to make a well-informed decision. This is why counselling is a requirement for the EURES TMS grant, which helps to overcome financial hurdles.
A career move to another country should not be undertaken hastily. EURES TMS funding support must be requested and applied for in advance of taking up new employment in another country. Interested candidates should contact a EURES adviser at least 20 working days before the planned measure in order to ensure targeted counselling, to discuss the eligibility requirements and to be able to provide all relevant documents in good time.
The procedure consists of the following steps:
- An initial eligibility check is carried out in accordance with the eligibility requirements and the necessary documents are requested by the EURES Adviser. All applicants will be offered EURES counselling at this stage. This is a prerequisite for financial support.
- An enquiry is sent to the project management organisation together with the documents by the adviser to check the availability of funds.
- Eligibility for funding and the reservation of funds for the applicant will be confirmed in accordance with the eligibility or possibility of funding, but may also have to be rejected. In the positive case, the forms for submitting an application will then be made available.
- The application and the complete application documents should be submitted via the EURES Adviser 10 days before the start of the planned measure. As a rule, applications must be submitted before the event leading to the application.
- If all requirements are met, financial support can be granted.
In the case of recruitment by temporary employment agencies or placement by commercial recruitment and placement agencies, the number of subsidised cases is limited to 40 per temporary employment agency or placement agency within the scope of the entire project in line with the prohibition of profit. The relevant time for registering the number is the receipt of the enquiry with all the necessary documents and proof of EURES advice.
Two EURES TMS projects with different funding conditions are currently being implemented in parallel. The "Your EURES Job 4" (YEJ 4) project ends in September 2025, while the implementation of the "Your EURES Job 5" (YEJ 5) project will start on 1 April 2025 and end at the end of February 2027. It is the decision and responsibility of the project management organisation to decide which project an applicant receives funding from.
Depending on the individual requirements at the time of application, you can apply for the following types of support from the YEJ 4 project:
- Travel expenses: you can apply for one-off financial support for your travel expenses for one or more job interviews at companies in another EU country, Norway or Iceland. The funds can also be used for work shadowing.
- Preparatory language course in the country of origin or in the destination country (‘in-service’): You can apply for financial support for language learning in the context of taking up a job in one of the EU member states, Norway or Iceland. You are free to choose the language course provider. However, the quality of the provider must be verifiable by means of official certificates. We ask that you submit two independent offers together with your application for funding. Please use the appropriate form (Language course offer form).
- Relocation costs: After a successful placement, you can apply for one-off financial support for your relocation prior to your move.
- Recognition costs: You can apply for financial support for the recognition of academic and professional qualifications.
- Additional travel assistance: In the context of your application for travel expenses or relocation costs, you can apply for additional travel assistance if your place of residence or your target country is in a peripheral EU-European country and if this is the reason for significant additional costs. This grant is also available if you need a special form of support (e.g. travel assistance) due to an impairment.
- Family support: In the case of a family move, you can apply for financial support if you are the legal carer of at least one child under the age of 18 or are responsible for a person who is verifiably in need of care and who is moving with you.
Please keep in mind: Interested candidates should contact a EURES adviser at least 20 working days before the planned move to ensure that they receive targeted advice, discuss the eligibility requirements and provide all relevant documents (application documents, employment contracts, language course offers, etc.) in good time.

- Mobility cost allowance: You can apply for a lump sum to cover the costs of moving to another EU country, Norway or Iceland to take up employment. The funding is paid out in three tranches.
- Family mobility allowance: You can apply for an one-off grant if you take up employment in another EU country, Norway or Iceland and your family moves with you. The family mobility allowance can be granted for spouses, registered partners, non-marital partners and / or dependant children or persons in need of care.
